What would you do if your old 1SG hindered you on receiving your NCOER and Award when PCS's to another post and you know like I do you need it when inprocessing into another duty station. I'm thinking on going to IG but do you think I should let the current 1SG or CSM handle it or let IG handle it. Let me know what you think

Let your current 1SG handle it because that is why he is
there. A 1SG with any kind of leadership would be glad to help you.

Oooops, an ARMY NCO question leaving this Squid also confused... though I again get the jist and will research... okay

I'll translate into "squidly"... His old Chief screwed him on his Tranfer Eval and an award when he was outbound to a new duty station... and obviously he's not happy with it. Should he to to legal or check with the new Chief or Command Master Chief ?

As everyone else has stated... professional and respectful behavior... I'd hit up your new Chief (1SG) and get his opinion.

I know the feeling... When I PCS'd off of shore duty (an all E-5, E-6, E-7 gig), I had EARNED the "Master Training Specialist" designation, as well as had seen written a Navy Commendation Medal by the also departing Division Officer (a SENIOR O-3 Mustang). I didn't get along will with the Leading Petty Officer, and magically, the awards never arrived...

When I'd been aboard the boat for few months, I just let my new LPO, and Division Officer (LDO O-2) know I was wondering... they placed a call or two... and Presto !! The paperwork was actually found in the OLD LPO's desk.

That old LPO got a rectal-reaming by the CO (a great O-6) also.

talk to your 1SG and CSM first. If that doesn't work, remember that IG works for the army and doesn't care about you. Congress is your best bet. You talk to your leadership first because you get get more people in trouble that way.

All that aside, your new 1SG probably has no idea that this happened. I strongly doubt that the old guy included it as part of his out-briefing. And he probably didn't go into your CSM's office and say "Hey, I screwed this guy out af an eval and an award."

For the award, you might want to check your OMPF. My GCM showed up in there months ago, and I just found out about it. No one had ever told me about it, so I had just assumed it hadn't been written yet.

I was Navy and do not understand the terms above but I do grasp the jist of the problem. In any field civilian or military sooner or later you are going to come up against a superior who through intent or oversight is going impede your career in some way.

The manner in which you handle things must above all be professional in demeanor and bearing. That means having plenty of documentation. You want to show that you can handle conflict without being conflicting. If is a tough position to be in but if you can do it and come out a better soldier for having made the effort.

In general it is always better to follow the chain of command. But if that does not work that is why there is an IG.

One last bit of advice. Be patient and choose your battles carefully.....very carefully.

Contact your Personnel service company about getting a copy of your NCOER, I retired several years ago and PCS'ing with a copy used to be a requirement (could have changed). Now the award is another matter entirely! Are you sure your getting one. Just PCS'ing doesnt mean one just deserves an award for GP, those are earned. Its not something that just given out because you marked time. Now if your deserving, and I have every reason to believe that you are. Your award will be in your phische, and should follow you in the mail, happened to me 2 times.

Always best to use your chain of command. If you don't, and go to the IG, that's the first thing you'll be told: go through the chain of command. Be absolutely certain you have everything you believe supports your case IN WRITING! If you can't provide solid evidence to back up your claim, you're SOL. Even the IG will tell you that.

Good luck. Sometimes military life sucks. All you can do is do your best and don't get negligent and screw around.

You don't need it to PCS but talk to the CSM to get it before you leave.
