Good point, what if your heater doesn't work and it's really cold. I would wear a facemask. It's just common sense.

There are two answers to that question.
1. A mask cuts your range of view, leaving unnecessary blind spots in your needed view.
2. Law enforcement safety, you could be a bank robber or worse. With a mask on how could you be identified.

Anything which could impair your vision or your ability to react in an emergency would be sufficent to pursue a prosection for (at least) driving without due care and attention.

it potentially obstructs vision, it however is not illegal to drive barefoot, you can do that, but masks not a good idea
