You have to be direct and let him know that you're not in the same place he is and you think it would be best to end the relationship. Just be honest, firm and direct. Don't leave the issue up for debate. If you want to end the relationship, then end it.
You can go with the standard excuses "It's not you it's me...", "You're a great guy but...", "It just won't workout...", "it's best that we just remain friends..."
He's going to hurt..that's the bottom line. But you just have to be honest. Best he takes the hurt now, than later when he's more emotionally invested in the relationship.
If you still want him as a friend then extend that to him as well. Speak from your heart cause that's where he'll be listening from.

Just tell him how you feel. Don't be mean or rude just sit down with him and let him know. The truth is always the best way. Explain everything to him just like you did on here. Its only been 3 weeks so it shouldn't hurt him that bad. But still be nice about it. And tell him how sorry you are it just doesn't feel right to you and you don't want to lead him on any longer. You have to tell him, but get him aside, and do it in a quiet, friendly way. Just say that you think that he is a decent person, but you don't have the feelings for him that a girlfriend should have, and you want to be honest and tell him before things get any deeper, so as not to hurt his feelings.
That is the best that you can do, he takes it how he takes it. I have been dropped mega harder than that.

when someone really likes you, there is now way for you to not hurt them. i'm thinking that he doesn't really like you as much as he puts on, i think it's all a show for his ex. just tell him how you feel. he's going to be hurt no matter what.

Just tell him you want to be a freind and no more. There really is no good way. Tell him your schooling comes first, you can't make it you have a flat tire, you ran out of gas, you got lost, your really gay, you have a peepie !
