To improve your reflexes pick-up marvels or pebbles. There is a childs game called "jax" that uses the same principle. This will improve your hand speed.
Your body has special muscle tissue for relfexes. Working out helps alot. Playing sports helps alot too. As a martial artist I recomend sparring more. This really helps your reflexes overall.

Movies are polluting your mind.

Yes, you can make your reflexes quicker. Pro fighters have been doing it for years. It will take time and a lot of work, but it will be worth it. And no, you will not become Neo.

Have a training partner throw a punch at you. Move or block or both. Do the same reaction every time. This will build muscle memory which will make you faster. Start slow and do this drill with many different punches and kicks.

After doing this hundreds of times with each technique and each side, you should see your self getting faster.

For another drill, have your partner hold a pad and punch you with the other hand. Your objective is to hit the pad and cover yourself before he can hit you. Remember to start slow.

Have your partner flash a target at you and you hit it as quick as you can.

I'm not sure that you can make your reflexes any faster, as you observe things the way you observe them and your brain responds the way it responds, but you can train your muscles to work faster by being stronger, and by keeping excess weight (fat) from your body so that you can react with more speed. Also, practicing and gaining muscle memory will help you respond faster, as you won't have to think about it before doing it. Action will always beat reaction, but that's the same with everyone, even Bruce Lee, so you are not a disadvantage. To be lean, strong, and well practiced is to be at you best and your fastest...

I don't think Bruce Lee did anything super human in real life. Matrix and V are fun but SO far out in the realm of fantasy. Don't start believing in all that crap or you will sound like all these moron here who believe in telekenetic chi powers.

If you don't see it in person, don't think about believing it. Come back to reality here. All this fantasy has polluted people into believing in theatrics. The people who benefit are the con men who get your money. So many people are pawning off this crap for money it is rediculous.

What you need to understand is your MA-AI, The MA-AI is the distance between (Uki) you and your intended (Nage) opponent. It is two arm lengths, your outstretched arms, and their outstretched arms.
By having the MA-AI, this allows you to have ample time to react.
It's like when you are talking to someone, you don't stand nose to nose. you both have your socially acceptable distance.
The same goes for a fight. Not just Martial Artists have a MA-AI, boxers, even in everyday life sitting on the bus there are MA-AI's in action.
