I have trouble too. What helps me is to listen to a tape of someone telling a story (I like Garrison Keillor's Lake Woebegone series) ... it keeps my mind from going in a million different directions, and it's like I'm a kid being read a bedtime story. I find it helps me go to sleep on nights when I am restless.
I do not recommend sleeping pills. I tried that, but got too dependent on them and couldn't get to sleep without them. That made things worse, AFAIC. I wanted to learn how to get to sleep ON MY OWN, so I had to throw all the pills away. I'm glad I did.
EDITED TO ADD:
Don't try liquor or exercise or tea, as one person says below -- they will all have the exact opposite effect! (Exercise is good, but do it in the morning rather than evening)

There isn't a "best way." Whatever feels comfortable. If you can't get comfortable I'd suggest getting a good matterace, that can make all the difference. If it's psychological, try some meditation before bed to clear your mind, maybe just write all your feelings/thoughts into a journal/word pad. Then you don't have to be rethinking over the whole day and it's easier to fall asleep. Another way is just to watch tv for 30 min to put your mind at ease and then turn it off and sleep. I have this problem too, it comes and goes. If it's waking up with pains or tossing and turning all night though, deff look into a better matterace. Good luck.

If I haven't really done anything during the day, then I have a hard time falling asleep. Having a shower before bed often helps me. Thing to remember is that your bed is for sleeping (and sex). Don't read in bed, watch tv in bed, do paperwork etc. Do those at a desk or in another room. Then your body will know that if you're lying in bed, it's time for sleeping.

Take a nice warm bath or shower. It always helps me fall to sleep fast.
If I'm laying in bed and find that I'm having a hard time falling to sleep. I will count backwards from 100 and by the end of it my mind is wandering off and I fall to sleep.

warm milk can work its a comfort thing a little bit and some of the protiens in it can help you sleep. also if you have a set time to sleep stick to it but if after 15 minutes you cant sleep get up and do a mental activity then try again. you can also exercise two hours before you go to bed to help you work out stuff in your head. and drink a big glass of water an hour or so before you go to bed. and if nothing else take a supplement like simply sleep to get you on the path to the land of nod

I always fall asleep watching TV. But, not on any thing scary or good. I mean boring movies. dark rooms and put a radio on and listen to music works.

Get comfy, start reading a book, not one that is too exciting...LOL and you will be in snooze land before you know it. Oh and another thing I use is an air purifier/ionizer...It's mostly for the white noise it produces. It sorta blocks out any outside noises and helps me to sleep better.

i swear by this...sleep with a louder fan on. it totally drains out all different kinds of noise and after like 2 days you won't even notice it or sleep without it. and if you don't want to use that, then for once in a while usage simply sleep by tylenol works well and it's non-habit forming.
