Its called an exclamation mark. Its used at a symbol that means shock, excitment, etc. Heres are example "I got an A on my vocabulary test, I'm so happy!" or "Oh my goodness! Zombies are Attacking!" Yea I know the second one wasn't the best example but its ok.

In early email addresses it was called a "bang prompt" and if I understand correctly you had to route your email through all the servers to get to the destination, not just a bob@hotmail.com.
However gramattically, it's an exclamation mark and it means HEY! or "GET OFF OF THERE!" or "Come here -- I have cake for you!"
