It's called hair dye. They wish to attract more attention so they dye their hair blonde and then forget to shave the pubic hair off.

First of all...NOT ONE SINGLE WOMEN IN THE WORLD HAS HAIR IN HER VAGINA!! She would have hair on her pubis. Secondly, the pubic hair is not brown, it is a slightly darker shade of blonde, unless the blondes you know arent really blonde and are colouring their hair.
