I hate to disappoint you, but the dead are unable to think, talk or feel anything, The Bible explains what happens to people who die.
These are but a few Scriptures that help us to see this:
Psalms 146:3,4--"Put not your trust in princes, nor in the son of man, in whom there is no help.His breath goeth forth, he returneth to his earth; in that very day his thoughts perish." [ The dead cannot feel anything, neither pain nor pleasure for they have no thoughts ]
Ecclesiastes 3:19-20--"For that which befalleth the sons of men befalleth beasts; even one thing befalleth them: as the one dieth, so dieth the other; yea, they have all one breath; so that a man hath no preeminence above a beast: for all is vanity. All go unto one place; all are of the dust, and all turn to dust again." [ So what happens to both people and animals when they die? They all go to the same place.]
Ecclesiastes 9:5--"For the living know that they shall die: but the dead know not any thing"
Ecclesiastes 9:10--"Whatsoever thy hand findeth to do, do it with thy might; for there is no work, nor device, nor knowledge, nor wisdom, in the grave, whither thou goest."

I have never seen someone who has proven their skills. They get these fuzzy 'communications' from the 'dead' while they're fishing for information from the family members (e.g. 'I'm seeing a Mary or a Martha or a Maria'). But then when the 'psychic' effectively fished the information from the family members (and made them think that he was getting the info from the dead), we get the psychic always providing these clear, full sentences from the dead when asked a question that can't be proven true or false (e.g. 'Is my father ok?' Answer: 'Yes, he's ok, he says he loves you and not to worry' -- how the heck did the communication go from fuzzy to full sentences?). Psychic Sylvia Brown was on Larry King and accepted James Randi's simple test/challenge; she has yet to go and take the simple test (which would give her $1 million dollars and, of course, incredible fame). So ... NONE have shown any credibility.

"Psychics" do not exist. They are only a lie and a rip-off.
By "those who have passed over," I presume you mean dead people. Sorry; dead people are dead, and no longer exist, so you cannot communicate with them.
It is necessary to suck it up. The truth will set you free, even though first it may make you unhappy.

Personally I don't know of one but I do know that you have to be careful. Once you find a name, check them out and get referrals before you throw any money their way. Blessed be in your search.
