God didn't give it, Satan did. Fear is a spirit itself. "Spirit of fear." God probably created Fear as an angel, just as he did lucifer, at one time, but he became something different. He became fear. Good question though.

There is no such thing as a "Spirit of Fear." Fear is the result of electrochemical activity in an organ of the brain called the Amygdala.
(Look it up on the Internet or in the library.)
Along with the neurological reaction of fear, we are given experience and judgment to tell us what to do about it: ignore it, run away, fight the thing, or any other option that may exist. In the modern world, this understanding takes the place of a concept of a "spirit of fear," "the devil" and other outmoded ways of thinking.
At least it does for the winners.
At the time that the Bible was translated into English, the word "fear" had two interchangeable meanings. It meant "being scared," but it also meant "reverence." Thus Psalm 130 says, "For there is mercy with Thee; therefore shalt thou be revered." Makes more sense, doesn't it?
Also, St. Paul says, "We are not given a spirit of bondage again to fear, but a spirit of adoption, whereby we cry, 'Father, Father.'"
So the spirit of fear does not exist and therefore did not come from anywhere, but if you want to believe the Bible it means "reverence," as well as "being afraid." And it is nothing to feel bound to. We have nothing to fear but fear itself.

You will see in Genesis that the spirit of fear and embarrassment came upon Adam and Eve after they knowingly chose to sin above being obedient.
It was the result of sin and not "given" by God.
