You can use paint.NET, it's free and you can download it at their website.

Bring the picture into the Paint program on your computer. It is under Accessories -> Paint You can de some cropping and resizing with this program. Not too much else though.

Microsoft Powerpoint is an easy tool. Want something complicated, go for corel or adobe

Photoshop can edit photos. Also GIMP can do it. It's a clone of photoshop except it's free.
