Give first, and/or drop hints. Asking (in my opinion) is a huge turn-off, and the quickest way to NOT get it.

You should start by focusing on her and asking her what she likes. Then ask her if there is anything that she would never want to do sexually. If she doesn't include oral in the never category, you can tell her that you have a fantasy that you would like to share w/ her. Slip in the oral sex as part of your fantasy and see what she says.
