Possibly. If he's at fault, depending on how much is paid out, you could be surcharged for 3 years or lose a good driving discount. Why would his rates go up? Does he have his own insurance on his own car?
Out of pocket payments are not a good idea. They never work out. You can try it, but get a property damage release that says this is final, and the person agrees not to pursue you legally after this payment. Generally the increase in the premium is not as much as the payout. There is no deductible for property damage claims. Only for collision, which pays for your vehicle damage. The fireworks claim is a comprehensive claim and would not be considered negligent.

Boy are you in for a $urprise! Your insurance deductable will cost you 500 to 1000 before repair work is done on your car and neighbor will be driving a rent car while his car is in the most expensive shop. That's right you are going to pay for it. If possable pay the repair on the other car. And make Sonny boy get a job and pay for damage to your car. And after that let him buy his own car and insurance, That will teach valueable lessons of life for the next five years or until marrage when his rate will go down.

Yes, on all counts, as others have said. But...if the totaled truck 2 years ago, when he was 18, was not his fault, why did your insurance pay for it? Seems the person at fault should be responsible for you loss in that case. I'd ask them some questions about that.

Find a body shop and negotiate with them for the repairs of the buddy's car. Once you have agreed on a price, then make the son pay for it. That will be the cheapest way out for you (in the long run). Maybe they will even be sympathetic to your situation. I would try small businesses rather than "big" maaco specialists.
