Do only pale/light skinned people look good with blue-black hair?

Depends. Some olive, amber, tan or chocolate skinned people would look good with purple hair. Some fair skinned people with blue black hair can't carry it off because the color is so intense it doesn't look real. So it truly depends on the person, on the vibrancy they project, on their eye color and a few other intangibles.
That's not meant to be a non-answer, but simply an observation of fact.

No I think people of all skin types can look good with dark hair as you described. If your hair is healthy looking is the main concern as to whether it looks good or not. I have seen some pale people with dark hair who looked very washed out because it is in poor condition. Well conditioned hair is always a compliment to the wearer

It doesn't ONLY look good on pale complexion, but I guess you could say it looks more flattering on pales.
