Garlic stored in oil can give you boulism. Throw it away. I don't know if that makes it turn green, but it's not worth the risk. I've heard that botulism can't grow in the fridge, but again not worth the risk. Botulism is a huge concern in the food industry because heat doesn't kill it. Botulism kills. It's really scary stuff.

It may be fine, but why take a risk? You have no idea what the garlic might have been contaminated with that can grow in an anerobic environment (such as under oil.)
It might be best to throw it out. Garlic isn't all that expensive and a severe GI upset can be in more ways than one. If you really need to keep garlic in the 'fridge, at least plunge it into boiling water for a couple of minutes and then cold to kill some of the surface bacteria. Sanitize the cutting surface as well.
And consider freezing chopped garlic instead of just refrigerating it. You can put small amounts in ice tray cubes, freeze, and then pop into a freezer bag.

Sounds like it turned bad. Throw it out and buy the minced garlic in a jar that you can buy at any store. Or chop it and freeze it. Or just buy it when you need it. Or buy garlic granules, garlic powder, or garlic salt.

Maybe the green part in the middle of the garlic is turning it green? I don't know; maybe the oil is taking on a "new life" because it's in the fridge and not in room temperature...

I wouldn't want too!! I read some where that they don't want people doing this any more because of it turning rancid, I buy the glass jar of garlic now. they last a while, but of course fresh is always lots better!
