How important is the 13th birthday in your culture? For instance, in the Jewish tradition, 13 is the age a boy becomes a man. In most traditions, it is a major transition from child to teenager.
In either case, a gift that reflects new responsibilities and/or privileges is good. A "first" is usually a good gift. Consider the things you have considered your son too young to have. These days, that usually means something electronic.
However, there may be other things more important than the material. A change in the "rules" for instance. If your child has a standard bedtime, say 10 pm, change it to 11 pm, if practicable. Or, no bedtime on weekends. The responsibility to go shopping by himself (if he hasn't yet) is a good one. Putting a phone line in his room is another. It should reflect a major transition for him.
With the non-material, you have to estimate the maturity of your child and his ability to handle the new responsibility and/or privilege. Try not to endow him with anything you will later have to rescind because he was not mature enough to handle it.

My Son turned 13 this year, and here are some of the gifts he received. Books, Clothes, DVD's, Video games, computer game, skateboard, basketball, new dirt bike helmet. Oh, and my Brother bought him his first set of golf clubs.
