The cost to mail is measured by weight. 4 dollars worth of coins is going to probably weigh quite a bit more than what is allowed with one stamp.

Your best solution to this problem is to purchase
a Money Order for the total amount that you wish
to send through the mail. Money Orders are cheap.
They are not valuable to anyone except the addressee.
So theft is not such a high risk.
Be sure to place the money order inside a folded
sheet of paper so it cannot be seen through the
envelope when it is held up to the light.
I would never recommend sending coins through
the mail unless they are inside of a cardboard
box and wrapped so that they will not rattle and
jingle when the box is shaken.
Coins weigh a lot
and will cost a lot to send through mail.

One stamp (37 cents) should carry the weight of 5 sheets of regular paper in a regular letter sized envelope. However, I think shipping it through a postal envelope would make more sense, as the regular envelopes pass through postal machines and could become damaged with heavy or unusual contents enclosed.

Legally, under federal law, you cannot mail money. Period! If you a talking about an old coin collection, etc. Go to the UPS store, Mailboxes etc., or something similar and send them that way. But don't get caught trying to send them via regular mail.

You should use a small padded envelope.
Tape the coins to a piece of card stock, so they don't rattle around in the envelope
You will have to pay extra, but it will be worth it
