Wow, it's interesting to read all the different recommendations. It really depends on what you're interested in. DC has a lot to offer, many free museums. My favorite is the Museum of Natural History. Lots of guys love the National Aeronautics and Space Museum. In the lobby they've got models or actual pioneering crafts, everything from the Wright brother's plane to the moon landing capsule. It's quite awe-inspiring.
DC has a wonderful subway system and is connected to Baltimore by trains. Easy to get back and forth. Avoid driving if you can.
I grew up in Baltimore and find it a very depressing place, but the Inner Harbour area is good for tourists and that's where the National Aquarium is. If you're a horseracing fan, Pimlico might be worth a stop. I think they'd be racing there in March. It's one of the oldest tracks in the US. George Washington attended races there.
Have a great time!

Washington Monument. Take the elevator to the top.

FDR Memorial, on the west side of the Tidal Basin. Weather permitting, walk around the entire Tidal Basin.

Most of the Smithsonian museums are on or adjacent to the Mall, including the Museum of Art, and its East Building, Air & Space, Natural History, and the Archives.

Museum of African Art -- very unusual items, that you won't see anywhere else in America.

Museum of the American Indian - this one is fairly new.

U. S. Botanic Garden, if you like plants - rare species that you will not see anywhere else.

These are all fairly near each other, on or near the Mall.

National Portrait Gallery, if you like art. Portraits of presidents, and lots of modern art and sculpture. Very good. It's between 7th and 8th, and F and G Streets, NW. Right across from the Verizon Center on 7th.

If it's not too cold, the National Zoo. But that's not within walking distance--it's a mile or two north on Conn. Ave.

In Baltimore, the aquarium is a good day trip. Then have lunch at the Cafe Hon.

It depends on what you are interested in. The Supreme Court was one of my favorites. Visiting the Mall is a must, and try to get to the top of the Washington Memorial - it's a gorgeous view on a clear day. The National Achieves are neat, and not very time consuming (unless you are one of those people who stops to read every little placard). With only three days, I would say skip the Library of Congress...I wasn't all that impressed (plus it's nearly impossible to find you way around inside, but then maybe I'm just directionally challenge :)). The Capitol Building is also worth seeing, especially if you can get into one of the sessions of Congress. Of course there is the Smithsonian if you like museums. Lastly, the Holocaust museum is a must see, especially if you enjoy history. Plus it doesn't take more and a few hours.

The White House, Congress, Washington Monument, and Lincoln Memorial are all connected by the National Mall. It's a long narrow "park" with reflecting pools and treelined sidewalks. It's by Constitution Avenue. It's quite inspiring.

Stay away from the beltway around Washington at rush hour.

Try getting a tour of the catacombs beneath the Lincoln monument from the park rangers if they still do that.
