Budgerigar (budgies) are the small, often misnamed as parakeets and are quieter than the larger parakeet which is more like a small parrot. But really quiet birds are finches.

In general, finches and quail make the least noise out of the non parrot species you can have as pets. Female Japanese Quail make an almost inaudible 'peep peep' noise as they motor around their cage looking for food. Males will make a wickedly loud whip-lash like noise and will do it as late as 4 in the morning! Zebra finches have an adorable 'peep peep' that is rather low in volume. The males have a tinkling pipe type call that is very soft compared to many parrot calls and is hardly disruptive to human activity in the home. Canaries are much louder but their voices are not as prominent as, say, a Green Cheek Conure.

As far as parrots go, the smaller parrots have the lowest volume, though some species will chatter non stop such as male cockatiels, budgies(aka 'parakeets') and lovebirds. Green cheek conures are louder in volume but they almost never make noise except in the morning and in the evening. They have a call that sounds much like a squeaking door hinge!African Greys may not make a lot of actual noise, but their volume can be quite loud and due to their remarkable ability to mimic household noises, they can make a racket just using human speech and the fire alarm. The pionus species are much quieter and almost never make noises. The Quaker is a well known noise maker and not only has a loud screechy voice, they use it often. The same goes for most of the Aratinga Conures (Suns, Gold Caps, Jendays) and the Patagonian conures. If you'd like a conure, I strongly suggest a Painted, Green cheek, maroon belly, fiery shouldered, dusky or peach fronted conure. Some of the smaller Macaws are 'quiet'. Rather, they're quieter than the larger macaws and can really raise a racket.

The good news is that there's a lot of choice out there! Budgies are the classic favorite, as are cockatiels. They're low maintenance and their voices are easy to handle. You won't tick off your neighbors with these guys! Good luck with your search!

Depends on what you prefer. Finches makes really sweet noise and are not noisy but they are really a "see only, no touch" bird. Some hand reared male budgies do learn to talk. For their price and availability, budgies are spunky little birds. My female budgie sits on my shoulder, imitate guinea pig noises and sometimes make funny noises she learns from the tv.Their original squawk is not very pleasant though but they don't disturb the neighbours and they usually only squawk in the morning and in the afternoon before they go to sleep.

Cockatiels are fun too but in general, they will make more noise when they are not given enough attention or toys.

Bigger parrots do more tricks but they need alot of time commitment; more than a dog or a cat.

"Parakeet" is the most common name for budgies, but there are other types of parakeets (including Monk parakeets, also known as Quaker parrots, which are illegal in some US states).

Budgies make a pretty and not too loud sound, as do zebra finches. In general, females of any species are quieter than males.

Finch make interesting sounds. They are "look only" pets though, like fish tanks.
Budgies make the least noise, and the noise they do make is pleasant. They don't do a lot of the fun stuff the larger birds to though. Most don't like to be pet or stroked, and they don't talk. They are sweet little guys.

Budgies and parakeets are the same thing. And from my experience with my two, they're pretty chatty critters, not very loud volume, but they never stop vocalizing.

Finches are fairly quiet, canaries sing, but quietly.

Avoid cockatiels or any of the larger parrots. They'll squawk your ears off.

all i know is that budgies are mainly quiet but talk a lot and repeat mainly only what the person says, or w/e noise they make, that they are attached to the most

Budgies are parakeets, they are pretty quiet so are many varieties of finch
