Why do UK drivers feel the need to stop in the middle of the road instead of pulling off out of the way?

Please help me understand why this is done! I find it very unsafe (not to mention aggravating) for those following behind.

I have driven in the U.K. and U.S. - I do not think the British are any more guilty of this than drivers in New York.
