I see it at the end of passages, sections in novels and such. I'm assuming it means some kind of break. I want to know the name and meaning of it.

The wavy line is called a tilde. If two vertical bars are added, it becomes a Unicode Symbol, I think. I checked Wikipedia and searched all through Unicode & followed various links, to no avail. I also checked my unabridged dictionary's list of sign and symbols and couldn't find it. I have seen it, though, so I know what you mean. I just can't find a name or a Unicode number for it ... yet. I'm going to keep trying. Please let me know if you find the answer!
