According to the trenitalia website, children's tickets are for kids 12 and under. Their special rates for kids are listed as 4 and up. I have a 15 month old son who will be riding in my lap from Rome to Florence. Does he need a ticket?

No, children under the age of 4 do not require train tickets in Italy. Although it varies where you are taking the train from; the age restriction varies throughout Europe, it is majorly up till 6 years.
