What I mean is nice clean carpets, walls, windows and decor. Clean sanitary toilets. CCTV in all areas other then toilet cubicles, specific glasses for non alcoholic and alcoholic drinks. Grounds must be cleaned daily and children not allowed in ANY areas that people smoke in.

It all sounds good. I'd add:

NO smoking anywhere on premises (indoors or outdoors).

NO one under 21 allowed on premises.

Cleanliness should be required for all bars and pubs everywhere. As for anything else, it's up to the manager/owner. I was in one in Nova Scotia, Canada, that was just plain nasty. The bathroom was gross. I had sneakers on and they kept sticking to the floor. This was in the middle of the day before the bar crowd came in.

Its up to the pub/bar owner to choose how to run his/her pub/bar. the public has a choice. if you don't like one pub/bar because its dirty or loud or smokey, you can always go next door to the other. when i go to a pub/bar, i never expect the toliets to be clean and i don't care what glass i get as long as it was washed.

sounds good

people in ' neighborhoods ' will have them as they want though and those things you mention may not be a priority at some places with publican or patron

I don't think I would go exactly to your extent. Though, if that is what you want to do go for it. Sounds nice.....just not like it should be a neccessity.
