Run WINMSD from a command line.
On the Summary page, look at the processor line - it will tell you in MHz how fast the processor is - divide by 1000 to get GHz.
But don't judge your system's speed by the MHz/GHz. Various technological enhancements to CPUs and buses have made it an unreliable measure. Dual Core, HyperThreading, HyperTransport, Cache Memory - all play roles in the overall performance of the chip.

Right-click on my computer and go to Properties. On the lower right hand side of the window it should say Pentium XX and the speed.
Another way find out is during the POST of the PC (diagnostic boot screen). It will list (very quickly) the speed of the PC.
