in daniel 2, there is an image from nebuchadnezzars dream discribed. daniel interprets the dream image with God's help. he says the head of gold is the king. it represents the babylonian world power. going down the image, the materials used are of less value. this shows the world powers they represent have less hold over God's people.
babylon was the head of the image, medo-persia the chest, greece the waist, rome the legs, and now, anglo-america the feet.
that is the march of the world powers from babylonian times. and as told, each successive power held less influence over God's true worshippers.

Revelations, by the way, wasn't the only book like that out at the time. Apocalyptic literature was all the rage then - everyone imagined weird creatures clip-clopping out of the abyss and back again, taking seven of this and twelve of that with them. It's like trying to ascribe meaning to the witterings of John Lennon on LSD.
