Your friend is right. They have to be 3 at almost all daycare and preschool establishments, except for pricier places that will also accept babies.
My son turned 3 last April and he goes to school.

Pre-K is for 4 year-olds, but there are many other great programs for kids younger than 4. My daughter is 3 and has been in a Mother's Day Out program since she was 2. My son is 5 and had been in it previous to entering Kindergarten. It really just depends on how much money you want to spend as to what kind of program you get. I didn't want to spend a lot of money, so the Mother's Day Out is only 2 mornings a week, for us $140/month. If you are lower income, you can probably qualify for reduced, or DARE preschool.

A child can start at a daycare at any age, as long as the daycare accepts that age group. To start at preschool, or headstart.. it is age 3. I know this because I am working on my degree in early childhood education and the license is for children age 3 through grade 3.

ZNursery or preschool only, if low income she may be able to get it free otherwise count on at least 200 a month & the clas will be about 2 or 3 days ( more $ for 3 days) and about 3 hours.

My son began pre-k at the age of three. His older sister was in 5-k and he wanted so badly to go to school with her. We attended a private school that goes to the 8th grade and their rule was that a child could begin preschool at the age of three as long as they were out of diapers. My son is now in 8th grade and a straight A student which I really believe is partially a product of early education.

To actually start pre-K or kindergarden, you actually have to be turning 4 before the end of the registration date of the pre-K or kindergarden. Some daycare centers, like the one i work at, have classes for children that are three.
It really helps them out before they go to actual school.
