Effective for what? They are both effective for different things. Taken to extremes, tolerance lets anything happen. In a proper society it is impossible to tolerate everything. A little intelligence is to be used. You should have an idea of when to tolerate and when to not tolerate.
Religion is another topic entirely. Religion covers many backgrounds, cultures, and histories. The word religion applies equally to satanic cults as well as Christianity, Judaism, Islam, Buddhism, etc. Some are very distinct from each other. Others are not so distinct, but are definitely different. In some cases the histories are similar. There is a history of violence associated with both Christianity and Islam. There is a different history of violence associated with Judaism. I am not familiar with the others, but I can guess that they too have histories that are not pleasant at best.
Narrow and better define your question...please.

Someone important once said, Religion is the opiat of the People (I think it was Karl Marx).
Tolerance?
Isn't that what happens to the human body when it has been taking a drug for a while ...and then the body builds a "tolerance" and needs more of that drug to continue the drug's effect.
I guess the answer to your question is really a matter of how much the "dose" of either might be.

Walking a mile in someone else's shoes, is the most effective. I run a homeless Crisis Hot line give information on resources to overcome or avoid bouts of homeless.
We have callers as women who divorce a man of sushi once a week income; say "I used to think the poor were lazy until I became one."
Some religions mean well but are in fact meanly applied. If we could love are neighbors as ourselves, poverty and violence would end.
Of course then there is person-kind (or governments) having an outstanding potential and falling way short of the idea.

Tolerance. It's what I've lived my life by and according to the girls I went to Catholic High School with, I was "raised wrong" and most certainly was going to hell.
If people practiced tolerance then everyone would be free to practice their religion but as we can see from global events, this just isn't the case.
