When you try to download do you see a change at the top of your screen,or does your computer make a sound as well? The most likely answer is that it's a bug, either in your version of XP, or a bug as in a virus. A suggestion would be to lower your browser's settings and if that doesn't work, find the link you wanna download, and right-click it., Then select "Save Target As...". Save it to a folder, and open it there.

Have there been any updates to your virus protection lately? There are spyware and adware programs that cause these exact symptoms. You should download Adaware or Spysweeper to correct the problem. I recommend Spysweeper - it has a yearly subscription fee but it does the job.
Also be sure to check that the pop-up blocker is disabled. This can cause problems also.

Spyware or virus is only thing I can think of - Any other way to disable downloading in XP will give you an error message.

i think you either need an administrators account on your Win XP
or you might have reached your download limit!
your firewall or anti-virus software may also be preventing you.
or you may have a virus. my guess is if you can't download then you can't update your anti-virus software. scan your computer with your existing anti-virus and see if that turns anything up.
if you have no joy with microsoft online help or support then contact your internet service provider, and see if they can advise you.

ive heard that virus can stop u from downloaing.
on my computer i think it has a virus because it goes to the welcome screen but wont start it will just go back and try to start up again.u should take it somewhere and see if they can clean it up.
