isiah 45:7 says I form the light, and create darkness: I make peace, and create evil: I the lord do all these things.
Nah, we're not evil on our own. God makes us that way. He only wants the truly called, the chosen, the predestinated. This other stuff eventually brings glory to him.

The "world system" is being mightily influenced by Satan and his horde or evil spirits although God rules over all of his creation.
2 Corinthians 4:3 But even if our gospel is hidden, it is hidden among those who are perishing, 4 among whom the god of this age has blinded the minds of the unbelievers, so that the illumination of the gospel of the glory of Christ, who is the image of God, should not shine on them.
Ephesians 6:11 Put on the whole armour of God, that ye may be able to stand against the wiles of the devil. 12 For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.
But the fact is that anyone who hasn't been born again by God's Holy Spirit is a slave to sinful desires that manifest themselves in different areas of their lives, some in seemingly harmless ways and others in publicly wicked ways.
Romans 8:1 There is therefore now no condemnation to those who are in Christ Jesus, who do not walk according to the flesh, but according to the Spirit. 2 For the law of the Spirit of life in Christ Jesus has set me free from the law of sin and of death. 3 For what was impossible for the law to do in that it was weak through the flesh, God did by sending His own Son in the likeness of sinful flesh, and concerning sin, He condemned sin in the flesh, 4 so that the righteous requirement of the law might be fulfilled in us who do not walk according to the flesh but according to the Spirit. 5 For those who are fleshly set their minds on the things of the flesh, but those who live according to the Spirit, the things of the Spirit. 6 For the mind set on the flesh is death, but the mind set on the Spirit is life and peace. 7 Because the mind set on the flesh is hostile toward God; for it does not submit to the law of God, nor indeed can it. 8 And those that are in the flesh cannot please God. 9 But you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you. But if anyone does not have the Spirit of Christ, he is not His. 10 But if Christ is in you, the body indeed is dead because of sin, but the Spirit is alive because of righteousness. 11 But if the Spirit of Him who raised Jesus from the dead dwells in you, He who raised Christ from the dead will also give life to your mortal bodies through His Spirit indwelling in you. 12 Therefore, brothers, we are debtors--not to the flesh, to live according to the flesh. 13 For if you live according to the flesh you shall die; but if by the Spirit you put to death the practices of the body, you will live. 14 For as many as are led by the Spirit of God, these are sons of God.
