Don't know. It was "pre-Congregation." This refers to beatification and/or canonization before the institution of modern investigations performed by the Congregation for the Causes of Saints. It describes those who were canonized by local bishops, primates, or patriachs, often as a result of popular devotion.

Peter became a saint by virtue of the way he died - a martyr. The canonization of saints was developed over a period of time by the bishops of the church.

In the early Catholic/Christian Church, Saints were given that title by popular demand, or by acclamation. The canonization process of today developed slowly, over centuries in the Catholic Church, under the guidance of the Holy Spirit.
