The immigration website of the UK says I will need evidence to show proper living arrangements will be satisfied and I have parental consent. Does this mean I can just walk into the airport with print outs from the hostels i wish to say at and a letter of approval from mom?

DAR is somewhat correct. US and UK have a visa waiver agreement, meaning citizens of either country can travel to the other without needing a visa. It depends on how long you stay in the country, I believe it is a maximum of 90 days for each.

In regards to permission, the UK has a law that requires all international minors to show proof of living arrangements (basically proof that they will not be homeless and starve) before entering the country. What you will need is a letter of support from a parent or guardian saying that they will financially sustain you while you are there and proof that you have food and shelter in the UK. A printout from a hostel is not enough because you are not guaranteed food in a hostel so you will need to show that you will be residing in a place that will provide you with (if I remember correctly) at least 2 meals per day. Unless you're going to find a homestay, this might be difficult which is why the majority of minors to travel to England alone are studying abroad and so their meals and board are already arranged for them through their schools.

There is a visa waiver program between the UK and USA. However, they will likely need proof of your mom's authority to give permission for you to go or a notorized signiture from both parents. Call the airline and ask.

are in the us or canada you either way both parents must sign for your passport first. in canada you need another so called official person. do a background check and viola and about 93 bucks for the passport. you need to have an address you will be staying at and funds to show you will leave on your own accord.
