He doesnt have it in his mouth anymore, he was playing with it in the backyard and than let it go.

Persuade the dog to let go the rat if possible by offering an alternative substitute. Then quickly grab it and throw it away. The normal oral hygiene of the dogs mouth will do the rest over a short time frame. Otherwise use a bicarbonate soda paste and brush it with a tooth brush. Careful the dog does not bite you, if it is the first time. Good luck.
