The bleeding is in the middle of the paw. Both back paws in the exact same places.

It's on his back paws in the same spot. Doesn't seem to be in pain but he is licking them a lot. His nails are short because I walk him a lot. I haven't had the need to trim them at all.

Because you say the bleeding is in the middle of his paw, I am going to refute above answers & saw it is not from cutting the nail too short.
You mentioned that he keeps his nails short from walking, it is possible that a long walk on unforgiving ground (concrete, asphalt) may have sored the skin on his pads. If that is the case check his paw pads thoroughly to see if they are cracked, oozing, puffy, red/inflammed looking.
If not the pads, but the sensitive skin -between- the pads is where the bleeding stems from, dip his paws in warm water & massage gently to loosen & free any dirt. Then pat dry & check the skin to see if there are any objects imbedded, such as thorns or thistles. If so, try to remove with a tweezers.
It is possible nothing will be there any more, due to your dog likely worrying at the spot & licking. In this case, what is probably occurring is a 'lick granuloma', basically a sore spot on the skin made worse by the dogs attention to it.
You can apply Neosporin to the clean, dry area a few times a day, & discourage the licking. Sometimes painting a bad-flavor on the area will help, like vinegar, or bitter apple. Do not apply directly to the affected area, but closely around so the dog will taste it when licking.
If that doesnt stop the licking, an elizabethan collar may be needed.
See your vet if the condition gets worse, (pusy drainage, angry red & swollen, etc) or your dog begins limping due to the discomfort, or it persists for more than a couple of days.
Also, I would halt the walking until they have healed, & limit time outside to soft grassy areas.

Yes, could be the nail clipping. Lots of so-called groomers are not as careful as they should be. Or he might have stepped on some broken glass.

PS: From your additional info, it sounds like he may have some sort of inflammation of the skin, or rash. He may not look like he's in pain, but dogs usually lick places on their bodies that are bothering them. He needs a check at the vet's.

Any reputable groomer will always offer to pay your vet bill should they accidentally nick or burn your dog. Doesn't sound like a groomer injury though. I don't understand how the injury can be in the middle of the pad yet between the toes at the same time?

You didn't say if your pet was just groomed when you notice this, But it could be a skin condition like dry skin in a human. You should have it examined by a vet and the doctor will recommend the best treatment.

If yor dog always licks himself between his toes then yes because he is over grooming himself or he has in ifection

He may have been nipped by clippers. Or maybe a nail was cut too short.
