hooker... you have to hook windows API if you're gonna use mouse scrolling action in your program, this is rather not easy to do and I'm not sure is the one asked.
VB IDE doesn't handle mouse scrolling action, this is a known problem. MS have a fix for the general VB6 IDE (http://support.microsoft.com/?id=837910 ), but I'm not sure about Excel's VBA.

I have been in this several times, and solve it by installing the software that comes with the mouse CD installation disk
If you have a laptop, make sure you have the software of your pad installed.
If don;t have an installation CD, use any mouse scroll software.
I told you i have been in this several times before and I have the software that worked for all my mice so far.
