Strangely, I have a black and white CCTV camera that gives me a view of my back garden. It has some sort of infra red light arrangement on it to allow it to give some sort of picture at night. If I point a remote control at it, and press the button, I can actually see the normally invisible light-pulses that come from it.
I found this out accidentally when testing the camera indoors prior to installation. I connected it to the TV, and then found its ability to 'see' remote control pulses.

If you have a tv camera or camcorder, many of them are sensitive to infrared which is what your remote puts out. Aim it at the camera while watching the video and see if light is coming out.
All of the other answers are somewhat correct, but they neglect to take into account the remote circuitry of the device you are trying to control may be defective.

if ur remote control has a light bulb that can sorta b seen, then put a cheap camera phone/digital camera(about half a megapixel) up to the light and press a button on the remote.
If the remote is working, then u should b able to c it light up through the digital camera.

ok, this is the ancient Ecuadorian tequneque.
1. grasp remote firmly in LEFT hand.
2. using right hand, open a fresh can of mayonasse and another fresh can of A-1 steak sause.
3, take a simple butter nife and spread mayonasse on remote.
4. put steak sause in your neighbors milk carton.
5. go outside and sit crossleged on the ground, still grasping mayonasse coverd remote.
6. go back inside, push power button and sing The Happy Days theme song.
7. go and find a real way to fix ur remote.

Put fresh batteries in the controller.
If the remote doesn't turn on the device, then it's not working.

not realy unless you got a remote tester, most common prob besides batteries is they are wet, yes wet inside, open it carefully look at the pcb . if wet or sticky clean with cotton bud and metholated spirit, should sort ya out
