Your friend needs to get up the guts to talk with her himself. He doesn't have to ask her out right away. It's a turnoff for a guy to have someone else break the ice for him.

The answer to this is quiet simple. If he does not let the girl know how he is feeling for her there is the chance of somebody beating him to it. Just tell your friend to go for it. You only live once and your friend may pass up on a sure thing being afraid. Just DO It! lol
