they don't????? since when? maybe it depends on where you're living. the Catholic's have their own television channel (EWTN) various missions including catholic charities, capucian soup kitchens, usually each church has their own missions within and also st vincent de pauls, their have their own schools and they are very active in their communities - i could go on and on.
what do you believe they should be doing instead?!

Do you know the difference between proselytizing and evangelizing?
Proselytizing intrudes into the person’s spiritual life and pushes him to convert. Muslims in their own countries often proselytize Catholics, who are forced to renounce their faith or suffer severe consequences, even death. Many Protestants proselytize as well in a very pushy and intruding manner. You can often find them on street corners telling people that they will go to hell if they do not accept their understanding of scripture. Catholic teaching, based on free will, firmly rejects such activities.
Evangelizing witnesses to the faith and allows the person to decide for himself whether to come forward. Jesus of Nazareth spoke to the people wherever they gathered to hear Him. Each individual was free to stay or go, believe or not, and be responsible to God alone for his decision. Jesus told us, Jn 20:21 “As the Father has sent Me, even so I send you.” Catholics are to evangelize as Jesus did, by gently inviting all to become interested in God’s glory through His Messiah.
I also highly recommend that you read Pope Benedict XVI's DEUS CARATIS EST which will directly answer your question, especially its second part.

they know they are teaching a false religion and if someone has already read the bible, they know that their teachings are incorrect. its very difficult to get someone to follow catholics after they have read the bible. catholics counsel vote in what they will believe, ( you should read some of their treaties!) one was about Mary, they couldn't stand the fact that she is in the grave just like the others that have died, so they decided that she has already ascended into heaven ( even though the bible doesn't say that) and now ask her to intercede for them, bible says this is what the holy spirit does, not Mary!!
