even here in michigan,inspectors are very lazy to close down roads,waiting for a trageties to happens,also police are lazy to arrest persons envolved like the other countries.

The inspectors can't monitor everything all the time. They can only check one thing at a time and if at that time there's no defects, there's no reason to close a structure. However, the very next day, a crack can begin and the inspector won't be scheduled to return for another year. It's just bad luck.

even when someone suspects there maybe a huge problem, often the police can not do anything until something bad happens. it sucks but it is the way the law works here.
