The condition that you are referring to is called Epithelial Dissquamation. What causes this is an allergic reaction to the toothpaste you are using since you tried switching your brand of toothpaste and it didn't help it would be a good idea to visit your dentist he or she will be able to recommend what brand will work best for you and also what other precautions you should be taking.

You're probably allergic to something in the toothpastes. For me, it was peroxide. It made my gums burn and it left white sticky stuff in my mouth. Try to find out what it is by looking at the ingredients in the toothpastes. Or you may have to ask a dentist.
