It would be probably start half an hour before Maariv, (the night service). Its duration varies on how long the Rabbi or Chazzan (leader) takes.

The actual part of Kol nidrei is a very small part of the whole service of tonight (Yom kipur starts this evening and kol nidrei is it's first prayer), it depends a lot if the "Chazan" (the man that leads the service) decides to sing it in a special tune or something like that. It's very important to participate in the whole service tonight, tomorrow, and most important tomorrow's evening when we say "Neila" and blow the "Shofar" maybe if you give me more details I can answer you better. Hope I helped...

It depends on the Rabbi leading the service. So, the best answer is that it varies.

Happy new year!
