To proof the yeast and make sure it's active, add one packet active dry yeast to 1/4 c. warm water (between 110 and 115 degrees F) and stir to dissolve. (The water should feel like a pleasantly warm shower, or about the temperature you'd use for a baby's bottle. If it feels uncomfortably hot, it will probably kill the yeast.) Add one teaspoon of sugar and let the yeast sit for five minutes. If the yeast is foamy and smells like bread, it's active.

Put a small teaspoon of yeast and a teaspoon of sugar in a small bowl. Add water at about 36-40 degrees then beat well. If foam is seen to form and rise then the yeast is live. As long as it is rising it is acting.

Get some warm water, a little honey and a touch of flour. Stir it up ad add a teaspoon of yeast. If it bubbles up within half an hour its good.

You can test your yeast with 1 cup of warm tap water, 1 Tbs. of yeast, and 1 tsp. of sugar. Mix together and if the mixture bubbles or grows, then it is active. If it does nothing, or if there is only a couple of bubbles, then it is dead and should be thrown away.

Check the date on it, but unfortunately it still may be ineefective. I have found the best way, is to buy it fresh and use it at once. If it is stored too long, it may be ineffective.
