If you are getting reported for abuse, you deserve it. And you cannot disable something that alllows others to tell Yahoo you are abuse this free priviledge. Suffer, quit using Yahoo answers, or quit being abusive.

But you can prevent it. Simply refuse to ask any question or answer any question and there will no "Report Abuse" hyperlink for you at all.
