This more about training/discipline than infection!
You need to have a systematic potty training method and schedule. However, dont deny his water consumption level. Let him drink as much as he wants so that he will grow up properly. Dehydration can harm puppy's development. He just cant control his blader yet because he is still a puppy! Having a puppy requires your attention, care and patient.
Take him out for a potty after playing, napping and meals every 3-4 hours. You also should try crate training because puppy wont pee in his bed and playing area.

well you should try to regulate when he has water and then you can try to keep the amount of peeing he does under control.
also, he's four months old and dogs that young don't know how to control their bladders, like little babies.
don't get mad at him when he releases, just keep him to a small area in the house, & buy puppy pads, so he can practice aim 1st, then after he learns where to pee, take it outside and then use it outside (so he'll know, outside is where he should pee) and you can control where he pees. then when he gets about five or six months old, he'll want to mark on things then you can take him outside to pee on a regular basis so that he'll have an idea of when is "PEE PEE TIME". once in the morning and once at night, or more than that, but make sure you keep it regular and scheduled so that he can learn that schedule.

Since he's only 4 months, he's not neutered yet, right; maybe that has something to do with it; or he's staking his territory ( this habit needs to be broken immediately-there are sprays you can buy-try one...) otherwise, take him to a trainer; does he do it all the time or after drinking water/eating? try feeding him, walking about 10-15 minutes later, same time, every day; Good Luck!
