Most behaviors of dogs are either the product of instinct, or a learned behavior. Digging behavior is no exception; it is an instinct. In addition, there are certain breeds, Terriers and Dachshunds, for instance, which were bred specifically for their ability to dig out game, such as badgers, foxes, and otters. They have an even greater digging instinct.
All dogs dig to excavate a den. A female dog may dig in order to provide a nest for babies, whether she is pregnant or not.
So, when a dog jumps on a sofa and starts digging, it's usually just trying to flatten the "ground" and make a comfortable place to lie down. Dogs in the wild, outside, will do this to clear out leaves and twigs and flatten the ground to make a comfortatable place. When dogs do it inside on a soft, it's not really that useful, but the instinct in the dog kicks in and he digs.

I've had 3 Shih Tzus & they all did the couch thing. We put a ratty old blanket on there for them to make a bed before laying down.

My poodle used to do this sometimes and I always understood that when dogs do this they are making a bed for themselves to lie on. You could say they are making themselves comfortable.
