"By looking at the seare ( the part at the top of the beak)

Brownie coloured = female
Blue coloured = male"

that's exactly right (same to those others who said similar things). But you won't be able to tell for a few months. When I first got mine, he had a beige mixed with pink seare, but after a couple months it started to turn blue. Another way is if you ever get it checked by a vet, they can help you.

And, I have to correct you, as far as I know, budgerigar means something along the lines of 'good to eat' in this other language, forgot which one...Quite sad, really...

If adults, over 3 months old, the cere (fleshy area of the beak) of the males will be a bright blue while females are pink, light blue or brown. Younger keets you can't be certain but look for males to have ceres which are rounder, brighter and stand out in general more than females. Some claim females are usually more aggressive, noisy, and bite harder.

the male tends to be more colorful... budgerigars are often called parakeets, especially in American English, this term refers to any of a number of small parrots with long flat tails. if you have a budgie, look above the beak. It will also be darker in coloration.

Look at the bridge of the nose (above the nostrils), blue is male and beige to brown is female.

check their ceres..
for a baby budgie, it is difficult to distinguish but professional budgie breeders are usually able to tell. for an adult budgie, female has brown or dark brown cere and male has dark blue or purple cere. Cere is the area around their nose.

Males have blue to purple nares, females are pink to flesh colored nares, also nares are the nostrils.
