Its nature, as that is all there is.
However a bit of confusion arises after the event because the guy that gets hit says something like "My God !, that bl00dy hurt", even when he knows that he (god) doesnt exist.

Nature obviously - religious people naturally assume that when something bad happens it was because god planned it that way.. What of personal responsibility - your actions your deeds -
