Microsoft offers a free VB. Go here:

I don't know about Oracle

You can download a free copy of VB2005 express edition at Microsoft's site and a free copy of Oracle personal edition at Oracle's site. Just search for the site of the two in the net 'cause I can't remember it.

VB.NET Express is now offered free by Microsoft (in fact, the whole Visual Studio Express is free now). They aren't a trial version or crippleware.

As for Oracle, AFAIK, they're not offered for free so you could opt to get it rather illegally through a p2p application.

They are not free and heavy softwares which cannot be downloaded from the Internet.

Neither is free. So you'll have to look into a "shareware" version from a peer-to-peer site.
