I've seen this same image many times before, too. But it's not a painting. It's from magazine illustrations that depicts a certain type of 'look' from the Roaring 20s'. The women were 'flappers' with bobbed hair, short dresses, etc. The men pretty much looked like the young guy your asking about.

If there was an original painting it's probably a commissioned work that the magazine based the illustration on.

You can find out a lot about this type of style by reading up on Art Decca and the Roaring 20s.
