It depends on what type of girl she is, base your gift choice on her personality,hobbies and personal tastes.
Is she a girly girl? If so, get her stuff like jewellry(silver bracelets are cute, perhaps with an engraving? depending on your budget of course, even necklaces, rings are more for girlfriends though pls NOTE: NO CHEAPO FAKE STUFF, ITS AN 18TH BIRTHDAY DAMN IT SHES NOT FIVE), teddy bears are adorable gifts too(the quality of a teddy bear is determined by soft it is), scented candles to decorate her room (it's thoughtful if you choose a candle colour which would match her room)...or any other type of ornament which would decorate her room like a mini lava lamp, a stand *** picture frame, a glamourous paper weight? You could by flowers and get a vase wrapped up as a gift...
or maybe she's a sporty kind of girl? Get her something cute related to the game she plays
Or a bookworm? get her a book (although a book is too little, something like a bracelet with a book would be fine)...
It's all down to your budget and her tastes.
OH AND PERSONALLY, i HATE getting picture frames as a gift. I probably have like a million or so of those, it's so NOT THOUGHTFUL.

If you have a crush on her, what in the hell are you waiting for? The only way you are going to possibly become more than just friends is if you ask her out! And if she never gave you anything for your birthday, don't get her anything more than a card. You should not give gifts for a long time in the beginning of a dating relationship, and giving a gift at this point will make you "a good friend" or maybe even "a desperate chump." Not to say she won't enjoy getting the gift, but it will reduce your chances with her at this point. Good luck!
Edit: OK, I see that I missed something. If she gave you a birthday present already, then you should probably get her one too. But you really need to know what she likes to get her the best gift. You can try asking her other friends, but surely they will tell her that you are asking around. Get her something roughly equal in value to the gift she gave you. And in any case, a card would be called for. But get a general birthday card, not one for "friend" or "girlfriend." Good luck!

OK the day before her birthday take her to a park / Field lay out a blanket spread out a picnic . pour her a drink (I suppose cola will do ) then tell her that You had to say her happy birthday and wanted to avoid the rush . hand her a single red rose and tell her that she is like the rose a gift gentle beautiful ,and yet guarded and tall, the queen of all the fragrant and sought after blooms she makes your world a better place to be . happy birthday my friend .

nicely in simple terms purchase her a fabulous e book,some tickets to an paintings gallery,a uncooked carrot (in simple terms kidding lol),get some beads and charms from a craft keep and create a necklace or bracelet for her (extra own) and nicely on the fragrance ingredient of issues in simple terms get a bath of water and weigh down some rose petals (mmmm reason that truly works,yeah good! lol x solid success

What worked out for me really well last winter was giving her somthing small at first like a cup of her favorite candy and then giving her somthing alot niccer like a watch or earings.
