The good news is that you can focus on these areas without major fat burning. Basic crunches, squats and kickbacks should work well to tone these areas. You can get one of those exercise balls, you know the big round ones that you can do crunches and all sorts of other movements on. The ball works great to quickly tone these areas.

If the seat back is adjusted properly, using a leg extension machine, which works the front of your thighs (quadriceps), shouldn't cause problems for your back. Select the proper resistance and don't throw the weight up as you raise it and you should be OK.
The leg curl machine, which works the back of the thighs (hamstrings), sometimes poses a problem for people with lower back pain. The classic style has you lying on your stomach while curling the resistance towards your butt with your legs. There's a tendency to hike up the hips when you start to get tired while doing this exercise, which can mean trouble for your back. There are seated leg curl machines which effectively take the hips out of the picture and are easier on the back than the older designs.
At the end of the day, Joey, the key to doing your hip and thigh exercises will remain strengthening the muscles of your torso. You should concentrate on abdominal crunches and other exercises to make your stomach stronger, so it can help your back with the work it does supporting your trunk. Your back needs work also. strenght training exercises (like crunches, pushups, lifting weights, etc) are great for building muscle in certain areas. HOWEVER if you want to lose fat, fat is lost evenly all over your body (so if you do 200 crunches, you are building you abs but you will not lose fat only on your stomach, you will lose a little fat everywhere). A great way to burn fat is to do aerobic exercises for 30 min (or more if you can). Aerobic exercises include running, jumping jacks, dancing, just keeping yourself moving the whole time. Keep up with the exercises you have been doing, they will give you some great muscles (I took aerobics in high school and we did aerobics everyday and did 500 crunches twice a week and now I have a six pack and I am a girl!)

For your glutes (butt), I would recommend elevated lunges. Thighs, hack squats or barbell squats. Abs (aka stomach), crunches and leg lifts. Note: make sure to use light weights, moderate reps, and several sets.
