If you lived abroad and had been for 20 years, in the same area, and since say 7-8 years you have been mobbed. Weird things happening to your car, the pram wheels, the rain cover for the pram etc, etc. etc, What would you do, how would you go about revealing the culprits?

do like i do and get yourself a four camera wireless security system. I just got one on line for a very reasonable price...now what i am going to do is hide the cameras in artificial flower pots, etc..and have the house well lit up...it goes into my computer and after i have it recorded plan on calling the police with the evidence...good luck Sherlock LOL

Maybe I have a different definition of mobbed, do you mean your car is vandalized at night?
With my car, vandalisim makes it look better (sic).
